友谊交流不断线！国际友好城市青少年在线夏令营同样精彩​

为继续深化上海市与各国际友好城市之间的教育交流，增进世界各国青少年间的友谊与理解，实现全球疫情防控常态下“友城停访不停联”“友谊交流不断线”，7月19日，由上海市教委主办、杨浦区教育局承办、杨浦教育国际交流服务中心、上海教育国际交流协会及同济大学第一附属中学共同协办的“2021上海国际友好城市青少年夏令营”在同济大学第一附属中学以全球多点连线的方式开营。上海市副市长陈群出席活动并宣布夏令营开营。市政府副秘书长黄永平，杨浦区委书记谢坚钢，杨浦区委副书记、区长薛侃，上海市教育委员会副主任李永智，上海市人民政府外事办公室副主任刘光勇，杨浦区副区长王浩，上海教育国际交流协会会长姜海山，外国驻上海总领事馆官员，友好城市驻沪代表等出席开营式。上海的友好城市芬兰埃斯波市、阿联酋迪拜市、日本长崎县、墨西哥哈利斯科州的政府代表在线出席开营式并致辞。

In order to continue to deepen the educational exchanges between Shanghai and various international sister cities, enhance friendship and understanding between among people from all over the world, and make sure the “continuation of contact among sister cities despite the stopping of visits” and the “ continuation of friendship exchanges” under the new normal of global pandemic prevention and control, the “2021 Shanghai International Sister Cities Youth Camp”, organized by Shanghai Municipal Education Commission, undertaken by Education Bureau of Yangpu District, co-organized by Yangpu Education International Exchange Service Center, Shanghai International Education Association and No. 1 High School Affiliated to Tongji University was opened in No. 1 High School Affiliated to Tongji University on July 19, with other participants viewing in different places around the globe. Chen Qun, Deputy Mayor of Shanghai Municipal People's Government attended the event and announced the opening of the Camp. 2021上海国际友好城市 青少年夏令营

“2021上海国际友好城市青少年夏令营”今年首次以在线方式于7月18日至31日举行，也是首次通过“一区承办、多区联动”的方式，带动并辐射各区教育国际交流事业整体发展的实践探索。

The “2021 Shanghai International Sister Cities Youth Camp” was held online for the first time this year from 18 to 31 July.It is also the the first practical exploration of the overall development of international educational exchanges in different districts through the model of “one district as the undertaker, multiple districts as coordinated partners”.

活动还邀请了来自芬兰、埃及、墨西哥、俄罗斯、英国、韩国、印度尼西亚、加拿大、瑞士、阿联酋、澳大利亚、日本等12个外国驻上海领事及代表机构代表，以及杨浦、黄浦、静安、浦东、徐汇、虹口、普陀、闵行等区教育局和相关中学校长、教师、志愿者学生共100余名代表，与来自芬兰埃斯坡市、英国利物浦市、比利时安特卫普市、匈牙利布达佩斯市、俄罗斯圣彼得堡市、美国芝加哥市、加拿大魁北克省蒙特利尔市、墨西哥哈利斯科州、阿根廷罗萨里奥市、埃及亚历山大省、阿联酋迪拜市、日本横滨市、日本长崎县、韩国釜山市、韩国济州道、斯里兰卡科伦坡市、泰国清迈府、印尼雅加达首都特区、澳大利亚昆士兰州等17个国家的19个友城的180余名外国营员学生，通过线上连线方式共同开启这一国际友城青少年的交流盛会。

The event also invited a total of more than 100 representatives, including representatives from 12 foreign consulates and representative agencies of Finland, Egypt, Mexico, Russia, UK, Korea, Indonesia, Canada, Switzerland, UAE, Australia and Japan etc in Shanghai, as well as the education bureaus of Yangpu District, Huangpu District, Jing'an District, Pudong District, Xuhui District, Hongkou District, Putuo District and Minhang District and related middle school principals, teachers and volunteer students, to meet with more than 180 foreign campers from 19 sister cities in 17 countries, including Espoo of Finland, Liverpool of UK, Antwerp of Belgium, Budapes of Hungary, St. Petersburg of Russia, Chicago of USA, Montreal of Quebec province of Canada, Jalisco of Mexico, Rosario of Argentina, Alexandria of Egypt, Dubai of UAE, Yokohama of Japan, Nagasaki Prefecture of Japan, Busan of South Korea, Jeju Island of South Korea, Colombo of Sri Lanka, Chiang Mai Province of Thailand, Special Capital Region of Jakarta and Queensland of Australia to kick-start the great event for exchanges among youth from international sister cities online.

友诚停访不停联
　　The continuation of contact among sister cities despite the stopping of visits

2020年，一场突如其来的新冠肺炎疫情阻断了当年国际友城青少年夏令营的举办，然而自疫情以来，上海市与各友城之间的联系却并未停滞。

In 2020, the sudden outbreak of COVID-19 pandemic has made the holding of International Sister Cities Youth Camp that year become impossible, However, since the outbreak of the pandemic, contacts between Shanghai and its sister cities have not been halted.

比如，芬兰埃斯坡市教育文化部自去年下半年即多次来信上海市教委，表达疫情下继续加强教育合作的愿望。今年3月，上海市教委与芬兰埃斯坡市教育文化部共同举办了“姊妹校校长线上交流会议”，共邀请来自上海市8所、埃斯坡市5所姊妹校的22名校长及教师代表进行了线上交流，分享彼此应对疫情挑战的经验。今年5月，市教委与埃斯坡市教育文化部续签了新一轮《教育合作备忘录（2021-2023）》，在继续推进高等教育、基础教育、终身教育合作的基础上，增加了职业教育合作及实施线上师生交流的新内容。

For example, the Ministry of Education and Culture of Espoo, Finland, has written to the Shanghai Municipal Education Commission several times since the second half of last year, expressing its desire to continue to strengthen educational cooperation in the face of the pandemic. In March this year, Shanghai Municipal Education Commission and Ministry of Education and Culture of Espoo, Finland jointly organized an “online meeting for exchanges among principals of sister schools”. 22 principals and teachers from 8 schools in Shanghai and 5 sister schools in Espoo were invited to take part in this meeting to share their experiences in dealing with the challenges of the pandemic. In May this year, Shanghai Municipal Education Commission and Ministry of Education and Culture of Espoo renewed the Memorandum of Understanding on Education Cooperation (2021-2023), adding new elements of cooperation in vocational education and the implementation of online teacher and student exchanges, while continuing to promote cooperation in higher education, basic education and lifelong education.

又如，上海市与德国汉堡市自1986年结好至今，双方互派师生千余名，2020年、2021年师生交流因疫情中断。为积极应对，德国汉堡市教育厅自去年下半年与上海市教委进行了多次线上线下沟通，并计划于今年9月与上海市相关中学共同举办主题为上海-汉堡双城“学习中的城市地图”线上活动。上海市教委也于今年5月应汉堡驻中国联络处的邀请，在沪参加了“上海-汉堡友城35周年庆祝活动”，共同回顾两市交流合作的历史成果。

Another example is that Shanghai and Hamburg, Germany have sent more than 1,000 teachers and students for mutual exchanges since they twined with each other in 1986. However, the exchanges among teachers and students were stopped in 2020 and 2021 due to the pandemic. To respond positively, Department of Education of City of Hamburg, Germany has communicated with Shanghai Municipal Education Commission online and offline several times since the second half of last year and plans to work with relevant secondary schools in Shanghai in September this year to co-organize a Shanghai-Hamburg Twin City Online Activity with the theme of “City Map in Learning”. The Shanghai Municipal Education Commission was invited by the Hamburg Liaison Office China in May this year to participate in the “35th anniversary celebration of the Shanghai-Hamburg Sister Cities” and to review the historical achievements of the exchanges and cooperation between the two cities.

再如，为增进与阿联酋迪拜的合作交流，上海市教委与迪拜世博局就“2020迪拜世博会”活动的教育合作进行了多次磋商。今年3月，迪拜世博会首席未来科技官哈希米先生致函上海市教委，在传递新年问候的同时，表达了与上海市深入开展教育合作的愿望。今年，迪拜市的12名师生受邀在线参加2021友城夏令营活动，期待迪拜的青年学子以此为平台，在与世界各国青少年互联互通的基础上，加深对上海城市和人民的了解，感受上海独特的人文魅力。

As another example, in order to enhance cooperation and exchanges with Dubai, Shanghai Municipal Education Commission and Dubai World Expo Bureau have held several discussions on educational cooperation for the “Expo 2020 Dubai” event. In March this year, Mr. Hashmi, Chief Technology Officer of Dubai Expo, wrote to Shanghai Municipal Education Commission to send New Year's greetings and express his desire to deepen educational cooperation with Shanghai. This year, 12 students and teachers from Dubai have been invited to participate in the 2021Shanghai International Sister Cities Youth Camp online. We hope that Dubai's young students will use this as a platform to deepen their understanding of Shanghai and people of Shanghai and feel the unique humanistic charm of Shanghai on the basis of communication with young people from all over the world.

Li Yongzhi suggested that facing the complex international situation and the challenges of the global pandemic, it’s of great practical significance to deepen education and humanistic exchanges, strengthen people-to-people ties, enhance friendship and understanding among the world's youth and firmly open education to the outside world. In the new era, Shanghai has started a new journey to build a modern socialist metropolis with global influence. Shanghai’s education will be opened further in terms of both breadth and depth in an all-round way, enhance mutual learning of education and culture with countries and regions along the “Belt and Road” and play a role in building a community of human destiny.

Wang Hao indicated that as the organizer of this years’ Camp, Yangpu District welcomes young people from all over the world to actively participate in the friendly interaction. Yangpu District, as an “educational district” and a “strong district in terms of education”, will continue to improve its global vision and perspectives on education development and he expressed his hope that this innovative online camp could open new horizons for international cooperation and exchanges during the pandemic.

Mohammed AL Hashmi, Chief Technology Officer of Expo 2020 Dubai, UAE, praised the concept of “inclusion” of the International Sister Cities Youth Camp, saying that “The International Sister Cities Youth Camp provides a platform for students from around the world to meet new people, have meaningful exchanges and build friendships.People of the UAE cherish the humanistic value of 'inclusion' and have made it a founding principle of the country to promote peaceful coexistence and acceptance of people of different nationalities, identities and from different cultural backgrounds, which is highly in line with the spirit of the Camp. We also warmly welcome the participants of this year's Camp from all countries to participate in Expo 2020 Dubai with the theme of 'Bridging Ideas, Creating the Future' and share the fruits of human progress, culture, cooperation and exchanges.”

日本长崎县教育委员会教育长平田修三对今年上海市教委以线上方式举行活动深感赞同。他说：“长崎县自1996年与上海市结好，每年与上海市开展各类交流活动。自2010年至今长崎县共选派了62位师生参加上海市友城夏令营，是这项活动坚定的支持者和受益者。衷心希望营员们通过活动，加深友情，成为未来促进自己所在的城市与世界各国友谊的桥梁。”

Shuzo Hirata, Minister of Education of Nagasaki Prefecture, Japan, expressed his agreement with Shanghai Municipal Education Commission's online approach to the event this year, saying that “Nagasaki Prefecture has been twinned with Shanghai since 1996 and has been conducting various exchange activities with Shanghai. Since 2010, Nagasaki Prefecture has sent 62 students and teachers to participate in Shanghai International Sister Cities Youth Camp and is a strong supporter and beneficiary of this event. We sincerely hope that the campers can deepen their friendship through the activities and be the bridge to promote friendship between their city and the rest of the world in the future.”

墨西哥哈里斯科州教育部部长Juan Carlos Flores Miramontes表示，主办方今年组织线上夏令营，使哈里斯科州得以再次回顾与上海结好23年来彼此不断增进友谊与合作的历程。他说：“我祝贺哈州十位参营学生通过个人的成绩和知识比拼，赢得了这次宝贵的体验机会，因为他们将获得学习由世界上10多亿人使用的母语——汉语的机会，我同时也期待他们以行动向其他国家青年展示自己作为哈州学生的杰出和优秀。我认为线上的方式丝毫不会影响活动的意义，我期待这一活动常办常新，越办越好。”

Juan Carlos Flores Miramontes, Minister of Education of the State of Jalisco, Mexico, indicated the organizer of this year's online camp allowed the State of Jalisco to once again reflect on the 23 years of friendship and cooperation with Shanghai, saying that “I congratulate the 10 participating students of Jalisco who, through their individual achievements and knowledge-based competition, have won this valuable experience, as they will have the opportunity to learn the Chinese language, the mother tongue spoken by more than one billion people in the world. I also expect them to show to the youth of other countries, through their actions, how outstanding and excellent they are as students of Jalisco. I don't think the online approach in any way reduce the significance of the event and I look forward to this event getting better and newer as it goes on.”

网络技术赋能，云端活动精彩纷呈
　　Internet technology empowerment for exciting events in the cloud

自2009年起，“上海国际友好城市青少年夏令营”每年在上海举办，迄今已成功举办十一届，共接待了来自世界35个国家38个国际友好城市和地区的1111名师生代表，成为展示上海市与各国际友城教育交流的一张靓丽名片。来自全球各大洲的外国师生们每年盛夏时节来沪参加为期两周的活动，他们与上海本地的学生共同学习汉语知识、体验中国文化、参访上海高校及文化设施、走入寻常上海家庭、感受上海城市精神。越来越多的外国营员学生成为知华友华、传播中华文化、讲述上海故事的中外友谊使者。2017年友城夏令营被列入上海市服务国家“一带一路”建设，发挥“桥头堡”作用的重点人文交流项目，共接待了来自18个“一带一路”沿线国家和地区的19个国际友好城市的500余名青少年，为促进沿线各国青年人之间的民心相通发挥了积极的作用。

Since 2009, “Shanghai International Sister Cities Youth Camp” has been held in Shanghai every year and has been successfully held for 11 years so far. It has received a total of 1,111 teachers and students from 38 international sister cities and regions in 35 countries and regions around the world, making it a beautiful name card to showcase the educational exchanges between Shanghai and its international sister cities. Foreign students and teachers from different continents come to Shanghai every year for two weeks in the summer to learn Chinese, experience Chinese culture, visit Shanghai universities and cultural facilities and ordinary families in Shanghai and feel the spirit of Shanghai City. More and more foreign students have become messengers of friendship between China and other foreign countries, who know China and are friends of China and who spread Chinese culture and tell Shanghai stories. In 2017, the Camp has been included in the key humanistic exchange program of Shanghai to promote national construction of “Belt and Road” Initiative and play the role of “bridgehead”. It has received more than 500 youth from 19 international sister cities in 18 countries and regions along the “Belt and Road”and played an active role in promoting people-to-people exchanges among young people along the “Belt and Road”.

“2021上海国际友好城市青少年夏令营”首次以在线方式举行。活动举办方秉承寓教于乐、寓学于趣、寓知于行、寓玩于动的全新办营理念，倾力打造夏令营专属云端平台，通过信息技术和数据要素赋能，建设夏令营课程活动数据库，充分利用网络平台，展现上海人文风貌、中国传统文化、汉语语言学习、青年交流论坛等直观生动、活泼有趣、喜闻乐见的营修内容。各国营员可以每天16:00-19:00（北京时间）实名登录平台参加举办方为营员们准备的直播节目，营员们在两位上海学生主播的带领下，跟随中国老师一起学汉语，了解中国“衣食住行”文化，尝试学说普通话，例如:“小笼包真好吃！”；学说上海话，例如:“侬好！上海欢迎侬！小笼包米道真灵！”；除了语言类课程的学习，营员们还可以在线上观看种类丰富的课程，同时选择相应课程材料包线下体验和动手制作，比如在绘画或手工体验类课程中，可以在宣纸上画中国的荷花、制作中式团扇、缝制香囊袋。营员们还可以通过“云游上海”“云游高校”“上海人家”“非遗艺术欣赏”等主题视频资源，品味中国传统文化，领略上海人文风貌。每日学习结束后，外国营员与中国志愿者学生将通过网络平台讨论互动，交流夏令营活动感受，实现线上线下齐互动，屏内屏外共交流。据了解，资源库集影、音、图、文于一体，素材丰富，海派文化特色鲜明，包括各类视频课程200余节，视频时长总量约1万余分钟，收录原创摄影图片2万余张。每天滚动播放的日播节目，将打破时空障碍，让身处不同时区的营员随时随地都可以参与活动。

The “2021 Shanghai International Sister Cities Youth Camp” was held online for the first time. The organizer of the event adheres to the new camping concept of fun-based teaching, interest-based learning, turning knowledge into action and movement-based playing and devotes itself to building an exclusive cloud platform for the Camp, empowered by information technology and data, building a database of Camp courses and activities and making full use of the online platform to showcase Shanghai's humanistic characteristics, traditional Chinese culture, Chinese language learning, youth exchange forums and other intuitive, vivid, interesting and enjoyable content of the Camp. Campers from different countries can sign in by real name every day from 16:00 to 19:00 (Beijing time) to participate in the live broadcast program prepared by the organizer for the campers. The campers are led by two Shanghai student hosts to learn Chinese with their Chinese teachers, to learn about the Chinese culture of “food, clothing, housing and transportation” and to try to speak Mandarin:“Xiaolongbao is delicious!” and learn to speak Shanghainese, such as: “Hello! Welcome to Shanghai! Xiaolongbao is so delicous! ”In addition to the language courses, campers can watch a wide variety of courses online and choose the appropriate course materials to experience and start doing DIY offline, such as drawing Chinese lotus flowers on Xuan paper, making Chinese fans and sewing scented bags during the painting or craft courses. Campers can also enjoy traditional Chinese art through thematic video resources such as “Virtual Tour of Shanghai”, “Virtual Tour of Universities in Shanghai”, “Families in Shanghai” and “Appreciation of Intangible Cultural Heritage Art” to taste traditional Chinese culture and appreciate the humanistic characteristics of Shanghai. After the daily study is finished, foreign campers and Chinese volunteer students will discuss and interact with each other through the online platform to exchange their feelings about the Camp activities.In this case, online and offline interaction as well as on-screen and off-screen communication have been achieved. It is understood that the resource library integrates video, audio, graphics and text, with rich materials and Haipai culture of distinctive characteristics, including more than 200 sections of various video courses, with a total video length of more than 10,000 minutes and more than 20,000 original photography pictures. The daily rolling broadcast program will break the barriers of time and space, allowing campers in different time zones to participate in activities anytime and anywhere.

本届夏令营积极拓展应用场景，打造交流社群，通过中国志愿者学生与外国营员“一对一”结伴参加网络课程方式，建立了140名中方志愿者学生与180余名国外营员一一对应的联系，实现云端“心连心”的互动联结，以青少年朋辈视角，共同完成线上学习活动打卡互动，深化沟通交流，助推长效联络，增进青少年之间的友谊和理解。

This Camp actively expands the application scenarios and has created a communication community. Through the “one-to-one” pairing of Chinese volunteer students and foreign campers for participation in online courses, it has established a one-to-one relationship between 140 Chinese volunteer students and more than 180 foreign campers and realized the “heart-to-heart” interaction online. The interactive ticking tasks off the learning to-do list together from the perspective of youth peers can deepen communication, promote long-term contact and enhance friendship and understanding among youth.

本届夏令营是疫情防控常态下以线上方式开展大型教育国际交流活动的一次尝试，网络技术赋能使得世界更多的城市和地区师生可以参与活动，友城交流的溢出效应得到提升。本届夏令营还首次探索以“一区承办、多区联动”的方式，带动并辐射各区教育国际交流事业整体发展。活动共选拔了来自杨浦、黄浦、静安、浦东、徐汇、虹口、普陀、闵行等8个区的24所中学百余名学生参与，有助于提升师生的国际视野、增强学生的国际理解交往能力。

This Camp is an attempt to carry out large-scale international educational exchange activities in an online manner under the new normal of pandemic prevention and control. The Internet technology enables teachers and students from more cities and regions in the world to participate in the activities, which has helped enhance the spillover effect of the exchanges among sister cities. This year's Camp also explored for the first time the way of “one district as the undertaker, multiple districts as coordinated partners” to promote overall development of international educational exchanges in different districts. More than 100 students from 24 middle schools in 8 districts, including Yangpu District, Huangpu District, Jing'an District, Pudong District, Xuhui District, Hongkou District, Putuo District and Minhang District, were selected to participate in the event, which helped enhance the international perspective of teachers and students and strengthen their international understanding and communication skills.

At the end of the short and joyful opening ceremony, students from the chorus of the No. 1 High School Affiliated to Tongji University and the volunteer students onsite sang the classic song “You Raise Me UP” with all the foreign campers online.
